The new report “Screening under the Pact” analyses how screening has been applied in Bulgaria since 12 June 2026, in the first months of the practical application of the new EU Pact on Migration and Asylum, and specifically of Regulation (EU) 2024/1356 on screening (the Screening Regulation).
The material provides an early assessment of how the screening procedure is being applied in Bulgaria. It covers the information currently available on how the procedure is organised, the involvement of the competent institutions, and the practices established regarding informing the persons concerned, access to proper interpretation, vulnerability assessment and safeguards for children.
It also addresses legal aid, judicial review of actions taken during screening, and independent monitoring of compliance with fundamental rights.
The report summarises the findings of the independent research carried out under the project and outlines issues that merit further attention from a legal and institutional perspective, including the identification of vulnerability, the screening of children and the need for transparent and independent monitoring.
