First Public Discussion on the Screening Procedure Under the EU Pact on Asylum and Migration

“Center for legal Aid – Voice in Bulgaria,” “Mission Wings,” and “Yura Humana” are organizing the first public discussion on the topic: The Introduction of Screening in Bulgaria in Accordance with the EU Pact on Asylum and Migration.

The event aims to address the need for information exchange among representatives of the government and civil society working in the sector who are facing the challenges of the screening procedures associated with the EU Pact on Asylum and Migration, adopted this year.

The discussion will take place in a key border region of our country, where building the capacity of local authorities and the civil society sector is of utmost importance for planning the successful implementation of the new European rules and on-the-ground operations. The discussion will begin with the presentation of a report containing recommendations focused on the challenges and lessons learned from the application of the screening procedure in Bulgaria and across Europe at this early stage of the Pact’s implementation. The second panel of the event will provide an opportunity for representatives of the regional units of the General Directorate “Border Police,” the “Migration” Directorate, the Social Assistance Agency, as well as representatives of the Ombudsman, UNHCR, and UNICEF to summarize key aspects of their practices during this early stage of procedural changes.

The event will continue with an open discussion with registered participants.

Event date: October 28, 2026, Haskovo, Hotel “Retro,” starting at 11:00 a.m.

Participation via Zoom is also available, subject to prior registration.

The event is part of the project “Citizen Participation and Monitoring of the Asylum and Migration System,” implemented by the Center for Legal Aid – Glas in Bulgaria as the lead organization, and the Mission Wings Foundation and Yura Humana as partners, funded by the Government of the Swiss Confederation through the Swiss-Bulgarian Cooperation Program within the framework of the Mechanism for Civic Engagement and Transparency (MCET) 2024–2029. The project aims to restore and strengthen civic participation in the development and implementation of new European migration policies in Bulgaria through advocacy and effective monitoring.
